The requests per client per second seem to be limited to reduce load, so if you browse the site to fast, or open multiple tabs, you will see this error. Be patient with lil TC server

Speaking as a user, you have to wait till the page loads completely, the request is finished, then you can browse furhter. If the forbidden error occurs, then wait about 10 seconds and then try to reload the requested page.

And yes, site is back to slow again, at least for me.
