Turns out Stockfish 1 only supports maximum of 8 threads so the handicap wasn't as big as I thought. I will still go ahead with the 240 to 1 ratio game but I'll set Stockfish 17.1 to 8 threads to make it fairer.

So this time I set them both to 8 threads to make it fairer, and I tried the 240 to 1 ratio by giving Stockfish 17.1 only 0.25s per move and Stockfish 1.9.1 1 minute per move, and again no book. Stockfish 17.1 won scoring 99.6 accuracy versus Stockfish 1's 94.5 accuracy according to chess.com.

Only three inaccuracies according to chess.com and they were all from Stockfish 1. The inaccuracies were 16...Qxc5, 20...Rc8, and 30...Rg8. So I'm still thinking there's a limit to how strong an engine can get if you give it enough time and this makes logical sense to me. If you have a flawed system for deciding moves then there will be instances in which infinite time will not be enough for it to find the best moves.

Chess.com may not have the best game analysis going. According the the giant opening tree database chessdb.cn, the move 16...Qxc5 is, currently, listed as the best available. If so that disqualifies it from being an inaccuracy let alone an outright error.

Given the strength of SF17.1 and weakness of SF1.91, very likely there is but a single theoretical mistake in the game. chessdb.cn suggests a deeper look at 6...a6. After that move the evaluation for white jumps from 4 centipawns to 114, just over the win/draw border -- with the game fate perhaps sealed a move later with 7...Bxg5, having an evaluation of 149. A caveat need be mentioned though. These numbers are from shallow searches. That's where following with deep homefish/homeleela analysis helps.
So I'm still thinking there's a limit to how strong an engine can get if you give it enough time and this makes logical sense to me. If you have a flawed system for deciding moves then there will be instances in which infinite time will not be enough for it to find the best moves.
Well that's a fair conjecture. It raises an interesting question too. Theoretically, an alpha-beta search with no heuristic pruning will eventually - VERY eventually - yield the correct answer every time. If an engine with speculative selective search such as SF1.91 has an inherent limit to its performance then, at some point, the full-width non-selective search will surpass it. Turtle overtaking the hare, so to speak.

The same could be said of the latest super-strong Stockfish. When given infinite time it too may never find the correct move to some positions. But since there is a supply shortage of infinite computers, how would anyone know?

This is clearly not the conclusion and my guess is that old stockfish needs more time in order to draw against stockfish17.1

I believe 6...a6 was bad and I believe stockfish1.9.1 can suggest a better move at longer time control.

My stockfish suggested after more than 3 hours Bxg5 and I stopped it.
I think h6 it suggested earlier is also better than a6
