Where could you get back issues for the ICCA Journals?

I would like to view some of these in their entirety. In particular, I am looking for the Number 4, December 1996 edition

There are no links to any whole issues whatsoever on that page. You do have whole contents of what is in each edition but hardly any content from each issue.

I just sent emails to 2 of the guys who created the contents of the journals. Those emails were 24+ years old so it's a crap shoot. One just came back as a Delivery failure so that's not unexpected. The other one just failed too. It was worth a shot.

Back in the day, I was able to borrow back issues via interlibrary loan at my university library.
