Russian players got initial rating based on their rank in russia and for some reason the rating seems to be too high by many hundrends of elo.

I do not understand why the russian give rating that is too high for themselves when for some players like 2 of the players of the israeli school they give rating of 1000.

He has a local rating in israel but they do not ask for it in order to get an estimate for his rating and you can see that he beat almost all 1650 or 1850 players that is local russian rating.

The question is why the russian fake rating for russian players based on their rank in russia that worth nothing(it can be 1450 or 1650 or 1850) instead of giving the russian players with no fide rating initial rating of 1000 that is closer to reality and consistent with what they do with teams not from russian schools.

I wouldn't expect logic to be found there, Uri. I think you're right that this is a bad joke.
Instead of raw rating "points", the percentile might have been a better estimate on how they'd fare against Israelite players. If both countries use a similar ranking system, someone near the 70th percentile can be expected to score roughly 50% vs someone in the 70th percentile of the other country, assuming the number of ranked players is high enough.
But since FIDE uses a variant of a dinosaur ranking system, I think there is almost no hope to find much logic in the rankings. They should hire a mathematician like you for instance to fix the "prehistoric" ranking system(s) currently used.
