Cpw has an ICGA-Journal page with links and some pdf-samples.

Table of contents of the journal is available on the ICGA page:
http://ticc.uvt.nl/icga/journal/contents.php

You can sometime find a paper online by just looking up its title in Google. Otherwise you could ask the author by email.

Of course, you have the costly option to buy the journal.

If your objective is to study chess programming, you probably won't find any valuable idea in the Journal that is not available elsewhere. All the most valuable ideas are freely available online, in the chess-programming wiki or in this forum.

I ever want to buy ICGA journal but after I had try to connect to ICGA Association for apply to be a member, I have no respone from ICGA. Anyone who have exprerienced with ICGA may help me to suggest how to buy some papers ?

Chess programming is an example for practice to me. The other game is interesting also but I afraid that all Internet resource will more over my capability. So If anyone help to introduce some handbook for chess programming , it will be the best because It will show systematic approach rather on garbage website, I think.

If you have example research web of somebody , I want this suggestion!

There are a couple of nice introductory websites out there. CPW has already been mentioned. Another nice page is the one by Bruce Moreland

I wrote 2 papers that were published by the ICGA Journal. While not about programming in general, they might be of interest:
