i guess this has to do with the OTHER opponents.
in my tournaments prodeo is very often behind tiger.
(but maybe version 1.6b is much better than the version i tested?!)

Not enough games, if you look at the list you will see that the top engines havent played each other. Towards the end I expect Chesstiger to come out in the top 4. Also note that the difference between first place and 6th place is only 1.5 points.

1.6b is just short for Pro Deo 1.6 Beta (The only Pro Deo 1.6 released).

Pro Deo 1.6 hasn't been released yet, the one you're seeing around is the Beta version, and it is obtained as you say. Since the Rebel Forum is going to disappear soon, maybe you'd wish to get your copy soon.
