This is not dependent on chessbase.
Zappa1.1 is a free program that you can download
I already showed you zappa1.1 not by chessbase in the link but you chose to ignore it

You can download and see UCI zappa1.1 so the claim that we will never see UCI zappa is clearly wrong.
It may be not the UCI zappa that you want but it is clearly UCI zappa.

It is not the zappa that is going to play against Rybka but it is an UCI
zappa.

Your argument is rather silly because you know what version of Zappa he is trying to get. He is talking about the newer versions and not about the old versions. By the way the public versions of Zappa supports both UCI and winboard, so wouldnt it be silly to say that the public version is UCI zappa? Reminds me of the guy who said he couldnt get girls because he had small calf muscles.
