chess4j 3.1 released

Hello,

I'm releasing version 3.1 of my Java chess program chess4j.

Side note: I am also working on Prophet again. I believe I released 2.0 in early 2007. I hope to release 3.0 sometime around the summer months. That's 10 years between releases!
