I recently added PGN and CBH formats (for use with Fritz and compatible UIs) as well as the original EPD format.
I also recently replaced one of the original arasan19 positions (#37) which had a duplicate solution, so the current version is called arasan19a.

Engine D2016.1.35.366 around 2900 rating points has solved lesser than an engine with a rating of 1450 CDrill 1450.

0.5s/pos is not enough. This is way harder than something like WAC.
I usually test Arasan at 60 seconds/position. But if you are testing very strong engines you could use 10 seconds/position. Stockfish solves most of these at 10 seconds.

You are quoting a 1994 version of PGN Standards, and I am quoting a 2001 supplement version. I do not know if the 2001 version has been officially adopted.

Regardless of whatever the current rule is, I personally prefer to delimit multiple "bm" operands with a comma. To me, it makes common sense to avoid the misinterpretation of the "bm" moves being successive. For example, consider this position that has mate in 5:
Notice that the operands in the "pv" opcode do not have delimiters because the moves are successive. Since there are two ways to mate in 5, starting with Qc7+ or Qd6+, it would be, in my opinion, confusing not to delimit them with a comma. Otherwise it might be read (by someone not expert in "epd" syntax) as Qc7+ followed by Qd6+.

2. When there is pv opcode it is preferable to add the pm opcode because the first move of the pv operand is the move in the pm operand. The pm opcode can only take one operand move. The bm operands generally has nothing to do with the pv operand. It is the pm opcode that has a relation to the pv opcode. In that epd, it is better to add pm Qc7+.
