winboard -zp -ics -icshost 80.100.28.169 -icshelper timeseal -fcp ENGINE.exe -fd ENGINEFOLDER -autoKibitz
(and add -fUCI if the engine is UCI).

Yes, they can. Ray Banks, for instance, often plays with Critter, Crafty, Gaviota or Trace. And Joshua Shriver has participated with Mathmoi and Faile.
