For producing opening books in bin format the tool "PGN Book Editor" (GUI) is very helpful.

I always use WinBoard for editing Polyglot books.

WinBoard is still in use, but mainly by a small, specialized computer chess community. For the average user, it is now the exception rather than the norm. However, it can still be surprisingly useful for book editing and older engine ecosystems.
