This is not what Magnus says here at all.

He says that Kramnik is delusional about his evaluation of chess positions. He usually thinks he is better or winning even if this is not really true, to put it mildly.

Most human masters agree that having such a delusional evaluation is something kind of useful in general if not paired with other chess defiencies. Magnus even points out that he is on the optimistic side himself, just not as much as Kramnik.

A book I really love is Larsen's and his best games. Here you see delusion to the extreme, even in hindsight and analysis. And you can sense how this might still come in handy as he writes that well about his own attitude to the game.
