Sorry, that's not how it works. He capitulated without giving a mating solution. Therefore, if I show any mate I win.
Surely not if you show mate in 24 and it's really shortest mate in 25.
(If there's a quicker mate in 23 of course you'd be fine.)

I'm not going to show a mate in 24. I saw a mate in 27 pop up, but when I checked it the line given had an error in it. I tried to find the correct line but failed.

I've analyzed the "main" line to a mate in 28. There may be a mate in 27, I wouldn't be surprised, but I couldn't find a viable line that short. I searched each black response as the "root" node of a search. Some of these searches were quite long. For moves close to the mate the searches were at least 5x the length of the mate and not less than 80 plies. For the moves well removed from the mate, most searches on the main line were at least 100 plies long and there was at least one search for every black response as a root node and then a multi-PV search of the same root to an equal depth (in most but not all cases). The multi-PV searches remove "imposter best responses" for the defender and gives an idea of the strength of the mating defensive lines. E.g. if black has 6 moves, all of which produce a mate length of "X" then in order to get to a mate in "X-1" you have to "bust" all 6 lines of play. On the other hand, if black only has one move that produces a mate in "X" and the next best move produces a mate in "X-6" then it would be much easier "in theory" to shorten the mate.

In any case, I did a reasonable amount of checking to ensure a near-minimal mate.

Well, my efforts got stuck improving 40.Bd3, so no wonder I couldn't get 40.Bd3 to a mate in 28 at the root. 40.Bd3 is good enough to mate any defense, unfortunately it takes too much time to find its shortest mate (which in my approach was necessary before solving 40.Bf4 because, how could you say your minimal mate is 28 if 40.Bd3 could mate in 27?)

My computer is tied up right now. But I will look at it in due time. On the few cores and little memory I have left I'm looking at what you posted. There seems to be some issues. But until I can free up some more resources I won't be able to tell for sure if it's a problem.
