If person A wants to pick DeepPatzer, Leila, Tcb0052 and Snitch as the fourth engine and person B wants to pick these 3 engines and also Snitch as the fourth engine, we still have a tie.

I think the current process with Ulysses/Tony's suggestion of engine order to break a tie seems a great one.
Also, Tie Breaks hardly happen now that the tournament set up is extended to 4X round robin.

It's not about domination. Tiebreak doesn't ensure that I get first place, it only ensures that someone alone gets it. If this was implemented on the last division that I had shared first place, I would have gotten 2nd place due to tie breaking, but I consider it fair. In 4x Round Robin, Engines don't always score the same score relative to one another as they do when it's 2x round robin.
For example, In 2x we get 15,15,15(out of 30) in 6,7,8 placings, hence a lot of tiebreaks.
in 4x, it will be something like 30,31.5, 29 (out of 60) etc hence less tie break.
