For me the link works. In FireFox I get a security warning, though. where I first have to click that I am prepared to take the risk of loading it. This because it is on a http website, rather than https. You could try to paste the link directly in the address bar; it could be that it dislikes following the link from takchess.com (because that is now https).
There is little I can do about this. I only have http websites, and putting the file there will no doubt lead to exactly the same problem.
