at this short timecontrol.
An early c2-c4 without book is hardly played because it neither develops a piece, nor gets engine closer to O-O. It basically just wastes time and makes O-O-O unattractive.

but some engines can play early c4 like philou, tytan, nesik, gosu ect.

The reason can be that the authors don't care much about opening rules and/or expect opening books to be used.
My engine was quite strong till I added knowledge to it.

it is not wrong to play early c4. ask Kasparov. look at an opening book, look at the games of chess grandmasters.

Hence the need for an 'opening book' because despite their mighty brains, sometimes we know better than they do, especially at fast time control.

At correspondence time control, the strongest engines rarely do anything dumb, even in the opening but will occasionally meander aimlessly in locked positions.
