Why is Bd3 better than Qh3?
To me both moves seam good and it looks like a transposition.

It forces Black to move (hxg5 or f5) because of Nh7 which wins the rook.
After Qh3 black can still play Qd8 and take the Ng5 with Bxg5 after Bd3.
