IMO the post is against the charter and should be removed.

Cloudflare never send "HTTP 403 Forbidden" response via fully functional TCP/IP connect to port 80. It works on lower level.
"403 Forbidden" doesn't protect from DoS, it is done via .htaccess (for Apache; or similar config for other http servers)
