Have you tried clicking on "Live Broadcast - Analysis with Houdini", on the right, Jorge? :)

Permission to use his engine? Isn't that included in buying it??

Well, to use it on a website for an event followed my hundred thousands people, I guess it is not covered by the copyright... But it is very good advertisement so it should be no problem

I fail to see why the use of the engine would need special permission to be used in a website.

Because it is not be allowed by the license agreement:
Subject to the terms and conditions of this agreement, permission is granted
to install and execute the Houdini Chess Engine (the "Software") and use the
associated files for personal use. This license does not grant any right of
additional use other than the above.

This Software or the accompanying files may not be reproduced in any way
without prior written permission from the copyright holder.
You may not rent, lease, assign, transfer or re-distribute to the public the
Software. You may not modify the Software or merge all or any part of them in
another program, nor reverse engineer, decompile or disassemble the Software.
Publishing Houdini analysis on a commercial web site is not covered by "personal use".

I suppose making a giant bonfire and BBQ of the manual and packaging and cooking sossidges for mass distribution would be not covered by "personal use" either?

use the associated files for personal use.
I guess this creates a wide "grey zone". E.g. FIDE is most probably a juristic person, and/or their website is registered by a juristic or even real person. Also, "using files" (e.g. selling them) is different from "using program output"...

Anyway, if an engine is used in THE top chess event like that way, I think proper credit should be given to it and it's creator(s). Disregarding juristic subtlenesses, I would have expected that the organizers have at least asked you if you agree(?). - Because obviously, depending on the performance move by move, it has an impact on Houdini's reputation as a product.
Regards, Mike
