In my recent testing +60% is becoming a more common result for SF
Indicating a 70 ELO ahead in their matches under these conditions

In my ongoing testmatches of SF devs against K8, the latest SFdev140115 got a nice 61% result with my privat 25 lines openingsbook at a moderate time control.
On my AMD 1090T it only lost 3 games and won 14 with 33 (66%) draws
At these rapid TC 15m10s a game on average lasts about 50 min. Where SF reaches about 30 ply in average middlegame position in 1 minute and K8 about 25 ply
Especially the games with Spanish opening line C92 and Sicilian B90 are opening lines in which SF feels like a fish in the water. When I look back in the last year SF scores overall 67-70% against Komodo in this C92 line (white and black combined)
Here are two nice demonstrative kingside attacking games by SF; a Spanish C92 with white and a B90 with black
And a nice positional win by K8 and a thematic one: knight with rook, against bishop with rook

I don't know anything more than you as can be read on the TCEC site

I have than extracted from the TCECfinal, the TCEC final book myself, also to examine whether the book was really a bit (too) drawish or not
As far as I can say from using it with testing at Blitz TC3m2s, 66% draws looks pretty drawish :wink:
My privatbook gives about 56% most of the times at that TC

As for your question which SFdev is strongest I would say the last SF dev is most probably the best
