A good free alternative to MS Paint (that can handle .png and other formats) is paint.NET

In the (open and free) PNG format it compresses to <6Kb.

I think you should prefer PNG files :

It's 4.24 Kb without any quality loss over bmp.

Edit: Sorry, someone already proposed this. I should have checked the second page.
