would it be possible to create Windows 32/64 bit binaries of
https://github.com/lucasart/Demolito/tree/master/src or is that program still in early stage of development?

Yes, Demolito accepts (any combination of):
fixed depth search
fixed nodes search
fixed time search
time+increment clock
tournament time control
That being said, I only use time+inc for testing. Tournament tc should work, but it's largely untested.

But you need to compile it from source. The link you provided is a compile from an old version that isn't going to work, as it only supports fixed time/depth/nodes (and it hundreds of elo behind). Plus I'm not sure of the quality of the compile...
Perhaps someone can compile Windows binaries (32/64 bit) from the new source code https://github.com/lucasart/Demolito/tree/master/src
