since more than a week, developement progress can be followed at https://github.com/nescitus/rodent_code and last complete release is available at http://sourceforge.net/projects/rodentchess/
This time I expect a strength improvement due to the following changes
- rather embarassing bugfix in static exchange evaluation
- evaluation of hanging pieces (inspired by DiscoCheck - thx Lucas Braesch and long live open source)
- passed pawn eval taking into account blockage and control of the stop square (finally works!)
- improved time management (easy move and some safeguards triggered by extreme time shortage)
- marginally better move ordering (a side effect of quiescence search tt entries left after looking for an easy move)
- asm popcount for 32-bit architectures (5% speedup)

Unfortunately, I still need a third party 64-bit compile
As for TCEC, I just had a look - it was funny, in two games out of three Rodent accepted material imbalance. Bad luck for Dirty that it rolled opening with space disadvantage and relatively closed position, where Rodent had no way to spoil its own pawn structure.
