Bishop stronger than rook ?!

Here stockfish choose to keep the dragon bishop than capture the rook in the corner. Rook need open files to be effective.

That's not the reason, obviously Black would have too much black weaknesses around his lone K, vs. Q+N attack from White.

It is White's move, so capturing the rook is not an option.

After let say Kh2 black keeps the bishop.

I have seen many Lc0 vs Stockfish games where minor wins, with equal pawns on board. There was also a nice popular study said to have originated at armenia where a lone B defeats a Q. In short, it all depends on position.
