I have added elements of machine learning to GreKo.

This is GreKo 2015 with tuned evaluation weights and built-in "learn" command.

is the user able to switch learning off if they prefer not to use that feature?

During games learning is off, this is a tool for auto-tuning evaluation weights. It is always initiated manually by user.
