So if Robert Houdart were to enter Houdini, no one else could. Same goes for _any_ program.

I was kicked out of Chapters because I moved all the Bibles to the fiction section.

So if 100 people enter Houdini and then Robert is the 101st you will refund the 100 entry fees and paypal costs?

Ah, that makes me really curious. How will you check if one of the entries is a hex-edited Houdini clone? Or one that has its piece values or other eval parameters retuned by this Houdini binary tuner utility, that is so popular these days?
To bad that Robert will not enter. So we will never know.
(It would not really serve his interests to have a single Houdini participating, and be crushed by the Rybka cluster. Much better to have 50 other people use Houdini, and use the statistical advantage to have one of these 50 that is lucky enough to not play the cluster end above it. )

You wouldn't believe the number of people using the contact form from the website asking if they can enter with this or that program and what books they are allowed to you.
Once person went so far to ask if he can use 5 different programs with 5 different books purely for testing.
As I have told everyone who has inquired, if they enter with program A and the author of program A enters after them, they will either have to chose a different program to play with, or I will refund their entry fee.

Normal CCT rules would apply. If there is a question of authenticity, it will be handled privately, as has been done several times.
The only real change to the rules of this event is the inclusion/participation of clones/derivatives.
If someone is caught cheating, they will be removed and will forfeit their entry fee. Simple as that. There are good methods to find these things out. They have been used in the past successfully, and will be used again.
