The software is called Visor and has something to do with chess Maybe someone can tell us more. The page is in Spanish.

Not necesary, too complicated, too many things, a real mess.

From the text appears that it can be used as a graphical interface for UCI engines, with support for databases, playing online and viewing games. Maybe later I will test it. On the meanwhile you could use a online translator if you are interested.
