Microsoft is not known as a great proponent of free software. If they are buying this I assume it is for the revenue (from private repositories, and potentially from other sources).

Rumors have it that the revenue from private repositories is more like $0.2 billion a year. Will take some time to recover $7.5 billion...

Of course not https://github.com/Microsoft
VS code, type script, chakra core (their JS engine), .NET including their roslyn compiler and much more.
VS supports Android, Linux and Mac targets including iOS, the community edition is free for individuals and open source devs
(the best IDE out there for free).
Microsoft has changed a lot since the 90ies.

Anyway what changes with github? Nothing really, a couple of haters will be pissed (pun intended) off and that's all.
You can always migrate to bitbucket (unlimited private repos for small teams for free).

I always used my own git repository, at http://hgm.nubati.net/cgi-bin/gitweb.cgi . (And a mirror at winboard.nl .) It was quite trivial to set up.

As long as it works, and is free to use, I don't care. Of course, Github is losing money, and Microsoft is not a charity. So they will think about ways to monetize github. My guess is that they will introduce advertising. Again, as long as I can use it, I don't care. And if it becomes unusable (eg. you have to wait 30 seconds for some ad video to play before you can do something, unless you pay), I'll just stop using it and use something else. Github it just a means to an end, among other possible choices. We'll have to wait and see.
Theory and practice sometimes clash. And when that happens, theory loses. Every single time.
