If I may ask, what tool do you use to generate the head-to-head statistics for your rating lists ?

I have Ordo, and the -a/A switches are meant to set a rating anchor. In your quoted example, Fire at 3197 elo.
My Ordo output doesn't contain h2h statistics, and looking at Ordo's manual I didn't see options for this either.

does this.
When I use Ordo sometimes on our FRC list without doing a full website update, this is what I use:
ordo -a 2929 -A "Hiarcs 13.2" -p 404FRC.pgn -o 404FRCratings.txt -g 404FRCgroups.txt -j 404FRCheadtohead.txt
