May be you have a firewall problem?
Try to open (or allow) the TLCV's port manually?
(I use TCP here)

TLCV/TLCS use UDP
You need to allow incoming UDP at ports 160xx (firewall/router), which is what Graham uses to broadcast IIRC

On my router I opened ports 16000-16005 with UDP for my PC. Still does not work. Can't even ping Grahams server.

I have added rules for Tom's Viewer that should allow it to connect. Even with the Firewall turned off there is no connection.
