It is very fast time control and it is only against houdini2c.
In the ipon rating list we probably have more than 40 elo.
I am still not sure about it but probably my prediction of at least 41 elo in the ipon is going to be correct.
I see the following information in the IPON about houdini3
1438.5 - 323.5 81.64% Perf=3083
Note that houdini2c's rating in the IPON is 3037 so it means 46 elo improvement.
It can be changed with more games but I think that it is going to be more than 40 elo.

I am not a programmer (is it a fault?) but i think that if you need 10 million games to test an engine, i suspect you worked more on the tuning that on the search.
