I did not have success in a fast search. However, I found other problem with similar theme (I suppose it since I have not got access to a chess engine right now) where there is only a difference in the square of the black pawn: g4 instead of c4. That problem is the number 324340 of Yet Another Chess Problem Database:

The author of that problem (black pawn on g4) is Mikhailov (probably incorrect spelling) according to YACPDB. Given the surname and the date, it could correspond to Mikhail Mikhailov (Bulgaria) according to Arves database:

A friend of mine asked for the solution of this position, he may have reconstructed it from memory, that's why the pawn is at c4.
