Wanted your opinion before releasing the code to the public

I helped work on the code for Octagon GUI for free on my own time. Can I release the code since i have worked on it?. Is there any restriction on
releasing it.

You would have to ask the GUI's other author.

I would like to see the Octagon GUI code open-sourced and distributed with a free license allowing the distribution of modified versions.

But if Alain Bellon doesn't want his code released, it would be improper to do so, no matter if you did contribute significant bits to the latest version or not.
