Is the NVIDIA RTX 3090 the Fastest GPU for LcZero or is it the AMD ZEN 3 and RDNA 2 GPU ?

NVidia A100 is. About twice as fast with Lc0 as RTX 3090, IIRC.

I really do NOT understand how could it be true that the entry level RTX 3070 is even better then a RTX 2080 ti. But at a cost of only $499

There are benches showing what you say, but for Lc0 I guess that's not yet true. RTX 2xxx series recently received a speed boost with v26.3 engine, but not so much the 3xxx series. Let's see future Lc0 releases.

RTX 3070 is not entry level; it's mid-range.

It's normal for graphics cards and CPU's that the current mid-range is as fast or faster than the previous high-end. Everything shifts one step down. My girlfriend's €700 laptop with it's mid-range i5 cpu from mid-2019 is just as fast as the high-end i7 from mid-2016 in my €2000 laptop. (And that was the fastest i7 for laptops available at the time.)

The difference is that my laptop will last another 4 years even though I had it for 4 years already. (My next laptop will again have a very powerful CPU, but no quadro anymore; I didn't use that card a lot, but it was, at the time, the only laptop with that CPU available in the Netherlands, and it was my only system for some time.)

I dislike building and installing computers. I want my stuff to last as long as possible. Therefore I buy the best I can afford, and then try to keep it as long as I can instead of replacing a low-end or mid-range computer every 3 years.
