A while ago, TCEC 18 had games between the top 8 engines, and suddenly that has vanished and there is some other group of 8 engines running.
So is it over? If so who won? What is the contest that is happening now? If it is the TCEC 18 premier division, then what were those other games?

Like Dann, I too was confused by the sudden change.
As impressive as TCEC is, they do a TERRIBLE job communicating to the public: the recent past, what they're doing presently, and what's next. But that's just the "what". They also fail to communicate the "why", such as: why the time control of X, why specific opening books were selected, why all opening books terminate at move X...and why Fat Fritz is not allowed to participate.
I'd love to see how Fat Fritz compares in strength to Leela and Stockfish. Since Fat Fritz is marketed by ChessBase, one would expect that ChessBase should apply some pressure/influence upon TCEC in order to expose more of the buying public to Fat Fritz.

Is Fat Fritz "not allowed" to compete - or chooses not to? - I would guess their marketing strategy would want to stay away unless they confident of victory?

The games between the top 8 did not vanish, that league finished. You can find all the games in the archive.
They have wiki pages explaining the entire structure of the season (!s18 in chat, or click rules in the dropdown menus at the top of the page, or ask in chat, or on discord...). They also have !next in chat that tells you what is currently happening as well as what's planned for the foreseeable future, often including estimated time they start.
They have judged Fat Fritz to be too similar to Leela. If they don't, anyone who makes a leela net on their own would be joining, and the top engines would be SF Leela Allie Stoof and a bunch more Leelas. If you want to see how FF compares in strength to other top engines there are rating lists that show that much better than a tournament like TCEC would anyway.
Houdini is inactive and as such was removed, alongside a handful of other engines, from TCEC.

Type in chat !DivP and !SuFi and you'd get all the answers.
Short story, regular premier division finished 2 days ago with SF on first and Lc0 on second place. Superfinal starts in 2 days. In the meanwhile to fill in the gap games between Lc0-cpu and other CPU (A/B) engines in DivP are played.
