I thought that Hikaru Nakamura was Japanese, well we have another Hikaru who has NOT played for too long and is considered the Next Hikaru but from Japan NOT from the USA https://ratings.fide.com/card.phtml?event=3227367

What seems to be incredible is the fact that Hikaru Oka started to play chess when he was 11 years old in 2015, only 4 years ago, and he is already rated over 2400

This is an unusual case. There are ... certain question marks.

It seems that the player scored unusually highly. Which can happen, yes. Games were incredibly short, which is certainly less common. This likely explains the one-year delay in FIDE ratifying the event, before finally doing so.

And the player has played no games since - internationally or domestically.

He might be the highest rated, but is not the strongest in Japan. Likely not even 40.
