What seems to be incredible is the fact that Hikaru Oka started to play chess when he was 11 years old in 2015, only 4 years ago, and he is already rated over 2400

It seems that the player scored unusually highly. Which can happen, yes. Games were incredibly short, which is certainly less common. This likely explains the one-year delay in FIDE ratifying the event, before finally doing so.
