or if ICC is the only viable server, could the games be relayed live on the ACCA web page with some free chat for the users to comment?

This tournament is not a consumer/commercial tournament that forces identical hardware. It is a science effort to push the limits of any part of computer chess programming. There are entries in this that can not be tested by CCRL, CEGT, TCEC or the rest.
