How much time handicap can LCzero give Magnus Carlsen ?

Is it possibly that LCZero could play against Magnus Carlsen with only 1%. It can play versus other top engines with only 30%.

I Agree that LcZero on a 2080 at 1% of normal speed would win a match from MC at any plausible time limit (let's say with at least 2" increment in case Lz0 needs .02 seconds or so to work properly). But against the correspondence chess Champion given 24 hours to think and LcZero 1% of that 24 hours to think per move will not have a chance against Leonardo Ljubicic correspondence World Chess Champion just using a very old Computer and a very weak chess engine like one of the 2013 early Komodo 6 for analysis assistance.

WOW TCEC is only charging $2.50 to chat for this month which is half of what they usually charge $5.00.
