I think most positions will give a result under these rules in one off games. Consider the situation with bare kings. Assume that the kings have not made it any further than they are currently. Then the first king that has made it to the center of the board or beyond will win. If the other king does not place itself in opposition, then the first king gets to the opposite rank first. In the situation of opposition, the other king has not reached the center of the board, and will therefore score fewer points.

What is perhaps more interesting is if you play entire tournaments or matches under the king scoring rules. In a match, your goal is to maximize the difference between your score and that of your opponent. Then a draw of the form 1/8-1/8 is equivalent to a draw of the form 4/8-4/8. But the same is not true in a tournament. Then you just want to maximize your own score in most situations. Thus, players are disincentivised to play for quick repetitions unless kings have been advanced suitably far.
