I made a new personality and can't find the confusion setting when I went it edit the actual file.

Add it manually.
[CONFUSION = 125]
or 50 | 150 | 200 etc.

Too many to mention, a few:
Change [EVAL = 100] to [EVAL = 0] and the program will play without chess knowledge, only by its piece values and piece square tables.
Speaking of the piece values:
[Pawn Value = 100]
[Knight Value = 100]
[Bishop Value = 100]
[Rook Value = 100]
[Queen Value = 100]
About any change will weaken the engine.
