Yes - that is what I downloaded.

Maybe you misclicked and downloaded the source code instead? (it's a zip file)

No - downloaded the zip file.

Inside I find two folders.
Looking through the sub-folders in each, I find no sign of a jar file.

Exactly, you downloaded the zip file. You _DON'T_ have to download it, you need to download the .jar file

Does it work with Java 10? Looks like Oracle has already deprecated Java 9, and the download page redirects you to version 10.

Java 10 should be backwards compatible with version 9. But I haven't tested this yet myself.
