How can I set Leela Zero to use 8 cores?

How can I set Leela Zero to use 8 cores?
Also, can it use repeating time controls?

For using the GPU version of LCzero is there any advantage in using anything other than one core ("-t 1")?

Depends on what GPU you have. Default is -t2. Some powerful GPUs are not 100% utilized with 2 threads and needs 3 or 4 (1080ti for example).
