Yes. Maybe CBM reduced it by one move so that the DB won't balk at
the illegal O-O-O move.

By what method or standard is the quality judged?
I assume they are filtered by rating. There are inherent issues with human games, though. Oversights and blunders are fairly common even in GM level games. Humans get tired, they overlook things, or they fail to calculate a key line sometimes.
