Yes, my second Win7 box had this problem after updating to v15.15. I didn't note the name of the file but it was long, with underscores, started with "a" and was apparently part of a MSVC distribution package.
I also had a problem with Windows Update stuck. After I fixed that and rebooted a couple of times, the F15 GUI now starts without issues.
Check the "%Program Files%\ChessBase\ChessProgram15\Prerequisites" dir, there's a vcredist_x64.exe in there, the version on mine is "Microsoft Visual C++ 2015 Redistributable (x64) - 14.0.24212". If yours is the same you may try to download and (re)install an earlier package from here.
