There are recognized, documented positions that constitute exceptions to the 50-move rule. However, FIDE has not modified the 50 move rule for headings officers between humans or computers, although it allows to ignore the law in the compositions of ajedrez  problems.
In http://www.ficgs.com/ correspondence server the rule is not followed.
Lomonosov site warns that evaluated positions do not follow this line, in fact keeps a record of long positions of mate, 509 I think it's the record, with that rule, it would be impossible, Science, knowledge and curiosity

i speak of FIDE rules. 50 move rule is a draw there. No weirdo exceptions where it gets more moves of course all that idiocy has been reversed lucky so it's plain and simple now. 50 moves rule is a draw!

It seems Jose is arguing that, according to the Spanish Wikipedia entry on draws in chess, FIDE allows one to ignore the 50-move rule for chess compositions.

I don't think it is very correct to link FIDE to the rules on chess compositions. But the World Federation for Chess Composition (WFCC, formerly PCCC) seems to be somehow associated to FIDE, and in its handbook one can find:
Article 17 - 50 Moves-Rule
Unless expressly stipulated, the 50 moves-rule does not apply to the solution of chess compositions except for retro-problems.
Apart from this not coming from FIDE itself, it is only "soft law":
This codex deals with general principles of chess composition activities such as composition, solving and publication. The codex is intended to be descriptive, rather than prescriptive, and it is also intended to offer constructive guidance in areas where there has been no central guidance before. It is not intended to be a body of established law which problemists must observe on pain of being condemned of heresy or worse; problemists are independent spirits, and it would be pointless for the PCCC to attempt to legislate in that way.
Chess problem composers can do whatever they want.
