my first participation in Chesswars and WBEC were unfortunately the last one those tournaments were held.
But I remember me being really excited when I saw my shiny new engine winning and the frustration when it was losing (even more so when it was on time or something stupid). So yes I miss them.
As far as the conditions go and if you really want the engines to use whats in the engines then probably table bases should not be allowed and also games should be played out.

They can. In this case it is part of the "extended" engine design and work from the original author. That's fine.
But I would not allow iCE to use Gaviota TBs in such a tournament, because whatever benefit iCE here gets is not my own effort.
BTW.: iCE also uses some very limited form of "own system" table bases. The 3mens are calculated when the engine starts and I really like to keep that code in

I've downloaded livius. But how do I connect (server, url etc) to see live games.

then enter your nick and click ok.
You need to be able to read incoming UDP data, this can be tricky (firewall/proxy/router), but that's a different story.
If you can play games over UDP then you should be able to connect.

No wonder why nobody watches these live games. I'm not going to change firewall settings. Why don't they have a website like tcec. So you only have to browse to the website and select the games you like to see live.

I think that previous TDs supplied a book for engines that lacked their own book, and I think that is a reasonable thing to due in the interest of game diversity. But I think the book should be shallow.
