Anybody has the right to call something a World Championship. The ICGA is just one that does it. Just because it has been doing it for several years or is affiliated to FIDE does not make it "Official", or any more worthy than anyone else.

I would be embarrassed if anyone knew I was affiliated with the International Chewing Gum Association in the first place.

Affiliation means nothing at all. FIDE has members, there is no computer chess organization that is a member of FIDE.
Any organization even remotely related to chess can be affiliated with FIDE if it provides a sufficient "gift" to Ilyumzhinov.

Levy is nothing but a "businessman" whose main company is ICGA registered as some NGO. Profit is earned by donations of authors of commercial engines of the third league of computer chess who wouldn't be able to have any sales of their products if there was no advertizing done through commercial events of ICGA.
The whole organization is nothing but a pathetic society of couple of 60+ yo chess programmers and handful of equally senile chess enthusiasts.

In other words it's a joke, probably even bigger than its "world champion".

The question was "Is ICGA affiliated with FIDE", not what that means. Obviously there are some relations and agreements. On the sufficient "gift" to Ilyumzhinov, see the 2006 ChessBase article.

ICGA is non profit afaik. Members pay 40€/50$ fee per year to receive 4 issues of the ICGAJ. They organize their tournaments funded by sponsors and entry fees of participants, and have annual treasurer reports in ICGAJ. Regression in computer chess is probably compensated by other games, Go, Shogi, Poker etc.. As HGM mentioned elsewhere in this thread, ICGA is a pretty democratic organization.

Of course Levy is "businessman", but neither is ICGA a company nor his company. This is Intelligent Toys Ltd.. Not sure about the "Brain and Mind Sports Foundation", primary sponsor of the recent Games Tournament 2013 in Yokohama aka 17th Computer Olympiad, and former MSO Ltd. or MSO Worldwide Ltd..

Yes, exactly. Without win in match against Houdini, Hiarcs will never be world champion. If you want to become heavy weight champion in boxing, you have to beat Vladimir Kličko not some drunk guys in the pub

Hiarcs _won_ an event against the opposition presented. It's impossible for Hiarcs to win against someone who _didn't_ participate. Therefore, Hiarcs _is_ the World Computer Software Champion because is won against the other programs at the World Computer Software Championships.

Based on your logic, it doesn't matter who wins the World Series if the Yankees didn't make it to the playoffs. Since they didn't face the Yankees, calling them the World Champions is ridiculous.

Don't be so cruel my Droidfish on S4 smartphone performed just a slightly better result against H4 on modern hexacore, which means if I gave Hiaracs 4 times longer thinking time on modern hexacore it might make a very tight 10 games match with Droidfish on my smartphone. That's quite good performance for a world champion, don't you think?
