Because Gelfand does not play e4 period.

Top players
Carlsen plays everything
Aronian d4 altough he experimented with e4 in his match against Kramnik
Kramnik d4-c4-Nf3
Anand Has switched to d4 for his matches. Rarely uses e4 nowadays
Radjabov Mainly d4 but also a little Nf3 and sometimes e4
Nakamura- everything
Caruana d4 or e4
Karjakin e4
Ivanchuk everything

Why 18.a3 is a novelty?Yes in depth 16,17 is a novelty but in Strelka depth 22 18.h4 is the best move
