I'd start with Aart Bik's Chess for Android and get a whole load of engines like Komodo and DroidFish.
I just saw that ARM released a freeish C/C++/JavaNative Code toolkit for Android development. Makes it itch in the fingers

try out aarts chess, it can run uci engines compiled for
android and even run tournaments or matches like arena.
