Well, it would be of no use to me personally.
But I would surely include it in the installer if I had one!
To make one, you should take the file language.txt in the docs sub-folder of the WinBoard folder (something like C:\WinBoard-4.5.3\WinBoard\docs\language.txt), copy it to the WinBoard folder and rename it to romanian.lng. All you have to do after that is open it with an editor (NotePad will do), and write the translations between the second pair of double quotes. The file contains lines like

The lines starting with ## are just comments (instructions and explanations to the translator, and such). The lines with === in them specify the translations. Each English string used by WinBoard appears left of the ===, and you can put the replacement text on the right. The & in menu-item names indicates the underlined shortcut character for that item; Best is to only add those in the translations after you translated every item of a certain menu, so you can judge what would be the most logical assignment that does not cause conflict with other items. The "\tAlt+Shift+V" type stuff behind menu items must not be changed; we have not internationalized the assignment of accelerator keys yet.
When WinBoard will detect the file
romanian.lng in its folder at startup, the option
Romanian will appear in the
Help menu, and selecting it will use the file to substitute the strings for which you specified a translation in it. (Those where the translation is still an empty string will remain in English, so you can already use an incomplete translation, e.g. to check how you are doing.)
Beware it will be much more work than you imagine; many people give up before they are halfway. WinBoard can print lots of messages...
